Norbu is a nomad who lives with his wife and his child in the mountainous highland of tibet as a shepherd. He belongs to an ethnic minority and from time to time he sees himself compelled to act as a horse thief in order to provide his family with food. But the day Norbu tries to steal some treasures of a temple the community excludes and banishes him.

Living in exile, he loses his son. After his last theft of a horse he sacrifices himself in order to save his wife and his second child.

The young teacher Li Mingguang is to be murdered in the north of China because of having taken the virginity from the young girl Li Pingwa. The whole family wants to take revenge on him for that, even the whole village.
Critical of society, the film is about the backgrounds origin of the deed. This is shown through the inquiries on the part of the prosecution, the conversations between the villagers and the social structures of the place.

Wu Hongyan, woman executioner in her thirties, works at the court in the province of Shaanxi in China, where she executes women condemned to death only. Xiaoli, a 16 year old Shanghainese boy, has recently turned 16, in the summer of 1988. His life revolves around his one-room apartment in a beautiful brick house in the picturesque Shikumen neighborhood of Da Zhongli which he shares with his grandfather. Xiaoli's grandfather was brought up in this neighborhood, and was one of original owners of the houses, built in the 1930s by British architects. The houses were confiscated from their original owners by the government during the Cultural Revolution and made to share with lower-income families.
